The UAE employment context

Start with who employs the person and which rules apply.

The UAE includes distinct employment settings. ADGM has its own employment regulations, while DIFC's DEWS scheme gives end-of-service benefits a particular structure. Employers need to identify the relevant jurisdiction and employee circumstances before choosing payroll and leave treatment. One company policy should not be presumed to cover every entity or worker.

The employing entity changes the discussion

A mainland operation and a financial-free-zone entity can need different employment treatment. HR needs the contract, entity and employee history together, while payroll must review the applicable gratuity, savings or pension context within the agreed product scope.

Monthly salary includes longer-term costs

Basic salary and allowances explain the monthly payment, but gratuity accrual, eligible pension contributions or DEWS can add an employer-cost perspective. Finance needs those components identified correctly rather than combining different employment arrangements into one unexplained amount.

Everyday records still need a human decision

A missed clock event or leave request should reach the manager responsible for the employee. HR needs the working context and supporting documents, while payroll needs clear reviewed information even when the company's wider scheduling process remains outside the local product.

Payroll review · United Arab Emirates Illustrative workflow

Practical local examples

Review the person, their working record and the local pay context.

Illustrative workflows show the available building blocks. The beta scope is agreed for your entities and employee groups; policy and payment decisions remain with your team.

Example workflow

Bring a hire into the correct UAE employment record.

A company hires a colleague for its UAE entity. HR collects employment and identity information, the manager prepares the role, and payroll needs the agreed salary and local classification before reviewing monthly amounts.

  1. HR

    Establish the employment context

Keep the Emirates ID, contract, approved compensation and employing entity with the employee. Assign onboarding documents and equipment work to the responsible people.

  2. Time

    Review daily records

Use the available clock-in, clock-out and daily attendance views. The manager follows questions about recorded time using the company's agreed working arrangement.

  3. Pay

    Choose the scoped components

Review monthly salary and the applicable gratuity, DEWS or GPSSA components. Confirm the employee group and jurisdiction before relying on the prepared result.

What changesThe new colleague has one employment history. Local payroll preparation begins with an identified arrangement, while HR follows the tasks that support the person's start.

Example workflow

Keep an absence connected to the employee's working life.

An employee requests annual leave while the manager is coordinating cover using the company's existing plan. HR needs the request history and relevant policy, and the monthly payroll reviewer needs the agreed absence context.

  1. HR

Keep the policy and request together

Maintain employment documents and the relevant leave information with the employee. Give the responsible team a reference when discussing entitlement or supporting records.

  2. Time

    Follow the leave decision

Use available leave requests, balances and approvals alongside daily records. Agree any carry-over treatment separately because the local balance rules remain simplified.

  3. Pay

    Review the monthly impact

Review the employee's approved absence and compensation information within the agreed payroll scope. Confirm any required pay treatment before approving the period's prepared amounts.

What changesThe employee's request has a responsible reviewer and a recorded outcome. HR and payroll can discuss the absence using the same history and confirmed policy scope.

Example workflow

Examine the gratuity context before agreeing a settlement.

An employee leaves a UAE entity after a salary change. HR coordinates handover and documents, while payroll needs employment dates and compensation history to examine the relevant end-of-service arrangement and notice terms.

  1. HR

    Coordinate the departure work

Record the leaving date, review contract documents and assign clearance tasks. Keep knowledge transfer and asset returns visible to the manager and support teams.

  2. Time

    Check the final working record

Review daily attendance and approved leave through the leaving date. Identify missing information for the responsible manager before the team discusses final amounts.

  3. Pay

    Review the available estimate

Use scoped gratuity preparation and review the applicable employment arrangement. Confirm contractual notice and any unfinished settlement steps separately; complete departure integration is still partial.

What changesThe departure discussion has supporting employment information. Your team can distinguish the available calculation from the additional checks and work needed to complete the settlement.

People & development

Support the careers behind your UAE headcount.

Keep local payroll preparation within a broader people record. Shared HR tools connect recruiting, development and employee support, giving managers a continuing role and employees a route to information and requests.

A considered start

Follow recruitment, interview feedback and offers into onboarding. Assign documents, equipment and early checkpoints, so the hiring manager can help prepare the role and HR can follow incomplete work.

Development and internal opportunity

Set goals, run reviews and record development plans. Use succession candidates and readiness discussions to consider future roles, with performance and employment history available to the relevant managers.

Employee support with follow-through

Manage benefits information, HR cases, employee documents and signature requests. Assign owners and retain outcomes, while leaders review people and costs across their companies with access set by responsibility.

Questions from UAE employers

What does UAE beta availability mean for our company?

We agree the entities, employee groups, calculation components and outputs that fit your requirements. Monthly payroll, daily clock records and leave tools are partially ready, with some local workflows still pending. Your team checks representative results and the required processes before relying on a live cycle.

Does one UAE setup cover mainland, DIFC and ADGM employment?

No uniform treatment is assumed. The employing entity, jurisdiction and employee circumstances must be reviewed separately. Available UAE components include gratuity, DIFC DEWS and GPSSA context, but that does not establish complete support for every regime. We confirm your required rules and any gaps before adoption.

Are WPS files and pension submissions delivered automatically?

WPS SIF preparation and local draft records support your operator's process. Bank upload, relevant portal submission and return-file review remain manual, and automated return processing is unavailable. We confirm the required formats and responsible people with you; file generation does not confirm accepted submission or completed payment.

Can HR prepare an employee's departure in the same system?

Shared HR tools support documents, clearance, handover and asset-return work. UAE gratuity and final-pay preparation need a scoped review of the relevant arrangement and contract, including notice terms. Some departure integration remains partial, so the remaining settlement and submission steps are agreed explicitly with your team.
